Can't Drag / Resize on Desktop

On start up (although not exclusively) I seem to have trouble when I try to move/resize my browsers (or any apps) on my desktop. I touch the top part of my apps and attempt to move and they stay stationary. I "sometimes" simultaneously seem to have high disk usage (40% plus) owing to MS Windows Search Indexer - although when I END TASK it still does not seem to then allow me to move...
