Can't run downloaded files

I just did a clean install of Win 8 Release Preview, 64 bit. I moved my profile from C: (SSD) to d: (HDD) using a recommendation I found in the forum. I did not move the program data. I wanted to download and install some programs, but when I do, I can't get them to run. They are setup .exe programs. In IE if I click to open, nothing happens.
