Custom Stationary-the picture won't stay at the top

After saving a custom Stationary as HTMl, with my company Logo at the top (JPEG), When I go to use it. the picture isn't at the top anymore, is down 1 or 2 paragraphs . Can't get the position to stay put. There is no Text Wrapping (None) option, or below pict option. Setting it to absolute also doesn't seem to work. This is a real piece of doo doo. Also, in 2003, I could have a default...
