Windows 8.1 Interrupt 7 DPC storm - ACPI

I have Windows 10, question lost recycle bin
I did follow some instructions to put a check mark in the square and I still can't get it to show up on my Desktop. Plus, I must have clicked the wrong option. When I first got it the other day it just had the recycle bin icon on the Desktop. Now, I can't find the recycle bin and all that is on the Desktop is a bunch of tiles.

I think something went wrong when I did a factory restore
I had to do a factory restore to switch back to 8.1 and now theres a 50/50 chance that the computer becomes unresponsive when booting it up for the first time each day. I have to turn it off and on to fix the problem. I'll tap the desktop tile and itll freeze.
